August 8, 2001 - DMV Urged To Keep Test Of Low-Beam Alignment

A New York consumer group has urged the state Department of Motor Vehicles (DMV) to retain a requirement that the alignment of low-beam headlights be checked during auto inspections.

This week the New York Public Interest Research Group (NYPIRG) said that DMV's proposed regulation discontinuing the low-beam inspections is based on the cost of new headlight testing equipment to service stations and not on the safety concerns. NYPIRG said that misaimed headlights could reduce road visibility and blind oncoming drivers.

Because the requirement is set in state law, argued the consumer group, the agency could not legally eliminate the testing through regulation. If the proposed regulation goes into effect, the only required checks for headlamps during inspections would be the operation of low beams and high beams and inspection for broken glass on the covering of the lights.
